About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research for a hardware/firmware-based encryption/decryption system to replace the existing KIV-7M device used in the Integrated Broadcast Service (IBS) System. The RFI seeks information from potential contractors on developing a cryptographic device that can support up to 16 channels, process SECRET data with NSA Type-1 certification, and utilize the MEDLEY algorithm with modified cipher block chaining. Technical requirements include minimal latency (4.999 milliseconds or less for a 300-byte report), message throughput over 100 messages per second, and compatibility with existing IBS radios. The government will evaluate responses to determine if competitive sources exist and whether a potential acquisition can be competitively awarded. Responses to this market research are due by April 30, 2025, with the IBS System Program Office seeking detailed information about potential capabilities, development timelines, and production capacities.
This pre-solicitation notice does not currently include a specific small business set-aside, though the government is considering this option based on market research responses. The encryption device must have a compact enclosure similar to the KIV-7M (5.75"W x 11.0"D x 1 11/16"H) and be capable of storing unique keys for 14 subnetworks. While no specific award value is mentioned, the procurement falls under the Computer Systems Design Services NAICS category (541512) and the Cryptologic Equipment PSC category (5811). The government emphasizes that this RFI does not commit to issuing a contract and will not reimburse respondents for any costs associated with preparing their submissions. Potential contractors are advised that not responding to this RFI will not preclude participation in future solicitations, which will be synopsized on Sam.gov if issued.
