About this opportunity

USAID Ukraine seeks to design the Furthering Health Reform and Recovery in Ukraine Activity (FHR) program through a Request for Information. The five-year FHR aims to improve Ukraine's healthcare system accountability, efficiency and transparency to address needs arising from war. The Agency solicits feedback on the draft Statement of Objectives by January 10th to inform activity design, focusing on objective clarity and feasibility as well as relevant stakeholders and initiatives.

No set-aside applies to this pre-solicitation notice. The activity is expected to strengthen healthcare financing and governance under NAICS code 621498 and PSC code R497, with a potential value over its five year period to restore and expand health services disrupted by conflict. Key priorities include developing sustainable financing mechanisms, bolstering the health workforce through training programs, implementing digital infrastructure reforms, and restoring access to facilities and providers impacted by war across Ukraine.
