About this opportunity

The Army Contracting Command - Detroit (ACC-DTA) is conducting market research for a Recovery Charger with National Stock Number (NSN) 4210-01-488-9655, seeking to gather information about potential manufacturers' capabilities. This Request for Information (RFI) aims to understand the commercial marketplace for this item, with a specific focus on identifying qualified vendors who can demonstrate expertise in manufacturing, delivery, and first article testing. Interested companies must submit detailed responses by April 15, 2025, at 3:00 PM EST to Justine Broughton via email. The RFI requires respondents to provide comprehensive information including company details, DUNS number, CAGE code, business size status, and a summary of their manufacturing capabilities. Evaluation criteria will center on vendors' ability to demonstrate commercial availability, manufacturing expertise, delivery capabilities, and compliance with subcontracting limitations.

This pre-solicitation notice is designated as a Total Small Business set-aside, indicating a preference for small business participation. While no specific award value or budget range is disclosed, the RFI seeks to understand potential vendors' minimum sustaining production rates and estimated production lead times for initial quantities. The procurement falls under NAICS Code 314999 for All Other Miscellaneous Textile Product Mills, suggesting a specialized manufacturing context. Respondents must have a valid System for Award Management (SAM) registration and be prepared to provide detailed evidence of their qualifications. It is critical to note that this market research does not guarantee a subsequent solicitation or contract award, and the government will not reimburse vendors for response preparation costs.
