About this opportunity

The Volpe National Transportation Systems Center, a fee-for-service organization within the U.S. Department of Transportation, has issued a Request for Information (RFI) for locomotive periodic safety inspections. The RFI seeks to conduct market research to identify potential vendors capable of performing 92-day federally required safety inspections on 14 locomotives located at seven different military bases across the United States. These locomotives are various EMD models, including GP-9, GP-10, GP-40-2, GP-16, GP-20, and GP-40, situated at locations such as Fort Bliss, Fort Cavazos, Fort Carson, Fort Stewart, Fort Campbell, Fort Leonard Wood, and Fort McCoy. The RFI is part of the Volpe Center's broader mission to support transportation safety, security, and logistics for the Department of Transportation and other federal agencies. It is important to note that this is a research tool and not a formal solicitation for bids or proposals.

Contractors interested in responding to this RFI must submit a detailed Capabilities Document by 5:00 PM Eastern Time on April 4, 2025, to the Contracting Officer Patricia Barnett. The document must include three sections: Administrative Information, Requested Information, and Additional Information. Eligible vendors must demonstrate the ability to perform inspections in accordance with 49 CFR Part 229.23(a), with personnel experienced in working on EMD locomotives and qualified to conduct brake tests on specific brake systems. The RFI encourages both large and small businesses to participate, with small businesses asked to specify their socio-economic status. Key requirements include having qualified mechanical inspectors, necessary tools and diagnostic equipment, and the capability to perform thorough locomotive inspections at the specified locations. The anticipated NAICS code is 488210 (Support Activities for Rail Transportation), and the RFI aims to gather comprehensive information about potential vendors' capabilities, costs, timelines, and past performance in locomotive maintenance and inspection.
