About this opportunity

The Department of the Interior's Interior Business Center (IBC) Human Resources Directorate (HRD) issued Amendment 0001 to an existing Request for Information (RFI) concerning AI Tools and Automations. This amendment extends the RFI due date to April 27, 2026, at 1:00 PM ET and provides responses to all previously submitted vendor questions. The RFI represents a market research initiative rather than a binding procurement solicitation and does not guarantee future contract awards. The IBC-HRD operates a legacy mainframe environment serving over 300,000 federal employees across 55 agencies and is seeking industry information on AI-enabled solutions to enhance operational capabilities in this complex infrastructure.

The RFI seeks vendor input on AI tools and automation solutions designed for a mainframe-centric payroll and personnel management environment running z/OS, ADABAS, and Natural programming languages with over 7 million lines of code. Interested vendors must submit corporate information and narrative capability statements (maximum 7 pages) addressing HRD's requirements in areas including automated testing, batch processing optimization, database management, LLM-based code analysis, documentation generation, and customer service workflow automation, along with rough order of magnitude pricing that breaks down migration, annual operations and maintenance, and ROI timelines. All proposed solutions must be FedRAMP-authorized or actively pursuing FedRAMP authorization at either High or Moderate baseline, operate in non-multi-tenant DOI-controlled environments, comply with NIST 800-53 and FISMA standards, and support mandatory human review for medium and high-risk changes before production deployment. Vendor submissions should be directed to Christina Lene (christina_lene@ibc.doi.gov) and Lilian Huyen (lhuyen@ibc.doi.gov), with the government anticipating vendor one-on-one sessions in mid-2026 and an anticipated Authority to Operate timeline of 8-12 months following any potential contract award.
