About this opportunity

The Environmental Protection Agency's National Vehicle and Fuel Emissions Laboratory is conducting a Request for Information (RFI) for engine test cell hardware, software, and services to replace an obsolete particulate sampling system at their Ann Arbor, Michigan facility. The RFI seeks vendors capable of providing a partial-flow dilution particulate sampling system that complies with 40CFR1065 regulations, including specific components such as a heated sample probe, HEPA filtration, and 47mm diameter high-efficiency PTFE membrane filters. The agency is specifically performing market research to identify potential small business vendors who can meet technical specifications for a new exhaust particulate sampling system. Responses must be submitted by May 12, 2025, and should be emailed to OARNVFELSACO@epa.gov with the RFI reference number 68HE0M25Q0013 in the subject line. The EPA emphasizes that this is an information-gathering exercise and does not guarantee a subsequent solicitation or contract award.

The RFI does not have a specific set-aside designation, though it is actively encouraging small business participation. No incumbent contractor is mentioned in the notice, and no specific award value or budget range is provided at this stage. The procurement is categorized under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code H128 for Quality Control of Engines, Turbines, and Components. The project involves integrating the new system with an existing Horiba STARS host automation system for control and data logging at the test site. While pricing information is not required in this initial RFI phase, the EPA is seeking vendors (both domestic and international) who can provide products meeting the specified technical requirements for an engine test cell exhaust particulate sampling system replacement.
