About this opportunity

The Defense Health Agency—Joint Trauma Systems is issuing a Request for Information under FAR 15.101(c) to identify commercial cloud storage and support services for the DoD Trauma Registry, with responses due by August 24, 2026, at 12:00 P.M. EST.

This RFI is for information and planning purposes only and does not constitute a solicitation; responses will not be treated as binding offers or returned to responders. Interested parties must email responses to Jeffrey Sprecher, Contract Specialist, at jeffrey.b.sprecher.civ@health.mil.

The government seeks end-to-end modernization, migration, and ongoing support of the DoDTR across eight workstreams: Program Management & Governance (project planning, workforce qualification with epidemiologists and data scientists, data governance, change management); Application & Infrastructure Development (trauma registry and performance improvement modality development on AWS Cloud One with configurable logic and continuity of operations); Data Management & Integration (SIMON data consumption, synchronization, reconciliation services, multi-facility support, code updates for ICD-10, AIS, and OMOP ontologies); Security & Accreditation (Risk Management Framework compliance and Authority to Operate maintenance); Reporting, Analytics & User Experience (dashboards, external registry reporting to NTDB and TQIP, data visualization); Modernization & Enhancement (AI-assisted abstraction, machine learning integration, migration proof of concept); Sustainment & Service Management (release and issue resolution); and Training & Documentation (HIPAA compliance).

Responders must complete two attachments providing company information, technical capability descriptions, customer references, and yes/no responses confirming whether their systems meet nine primary requirements and can provide twelve specified labor categories including program managers, cloud architects, developers, data scientists, epidemiologists, and cybersecurity specialists.
