About this opportunity

This Request for Information (RFI) seeks to identify qualified sources for spare parts procurement under the E-3 AWACS Diminishing Manufacturing Sources (DMS) Replacement of Avionics for Global Operations and Navigation (DRAGON) program, administered by the Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base, Massachusetts. The procurement targets avionics spare components to support the E-3 AWACS fleet operated by the 552nd Air Control Wing at Tinker Air Force Base, Oklahoma, which provides airborne surveillance, warning, and control capabilities to combat air forces. Responses must address administrative information, technical approach, and cost estimates in a Microsoft Word white paper format and will be evaluated by Advisory and Assistance Services contractors from Odyssey Systems, Sumaria Systems, Tecolote Research Inc., and MITRE Corporation. The RFI explicitly states that it is issued solely for information and planning purposes and does not constitute a binding solicitation or promise to award a contract; interested parties are advised that all response costs will be at their own expense. The response deadline is December 31, 2025, and potential respondents are instructed to monitor the Government Point of Entry website for any future formal solicitation announcements.

This procurement carries no small business set-aside designation and is classified under NAICS code 334419 (Other Electronic Component Manufacturing), with all performance required in the United States. The specific spare parts required include two PANEL ASSY AHRS Maintenance units, two Audio Control Units, two Radio Frequency Tuners, two PANEL ASSY Radio Control units, and ten Integrated Standby Displays. No award value or budget range has been disclosed in this RFI phase, and no current incumbent contractor information has been provided. The RFI posting date of October 6, 2025, with a December 31, 2025 response deadline provides potential respondents approximately three months to prepare their submissions. Not responding to this RFI does not preclude participation in any future formal solicitation if the government decides to issue an RFP.

  1. Background

The E-3 AWACS, operated by the 552nd Air Control Wing at Tinker AFB, OK provides the Combat Air Forces with airborne systems and personnel for theater surveillance, warning and control of strategic, tactical and special mission forces. The AWACS DRAGON program replaces aging, predominantly analog, non- sustainable equipment with modern, digital avionics systems that provide for future growth and enhanced operation, safety and reliability while reducing life cycle costs. Overall, this program uses a systems approach to aid pilot awareness and alleviate task saturation in high technology flight and combat environments. The requirement to reduce aircraft separation and implement other Air Traffic Management (ATM) procedures, while maintaining or improving safety standards, is met by using available aviation technology currently used in commercial and military aircraft.

Essential technology elements of the new Communication, Navigation, Surveillance/Air Traffic Management (CNS/ATM) environment are satellite-based navigation, increased use of data links for pilot/controller communication, and improved surveillance to enhance flight deck situational awareness. For the E-3 AWACS aircraft to operate in this new environment, replacement of 1970s vintage analog flight deck equipment with currently available modern digital avionics is required.

DRAGON also replaces existing E-3 AWACS avionics with commercial off the shelf (COTS) avionics to maintain mission readiness being affected by significant Diminishing Manufacturing Sources and Material Shortages (DMSMS) impacts and to reduce life-cycle costs by addressing the most significant existing DMSMS issues.

DRAGON is currently in Full Rate Production and planning for sustainment.
