About this opportunity

The U.S. Army Corps of Engineers, Engineering Support Center Huntsville, issued this Special Notice as a market research initiative to identify qualified 8(a) small business contractors for Construction Quality Management and Quality Assurance (CQM/QA) support services. The notice is specifically limited to 8(a) small business concerns and is not a formal solicitation or request for proposal. The Government is conducting market research to assess whether 8(a) certified firms possess the necessary capabilities to execute the required services at two military healthcare facilities: Tripler Army Medical Center (TAMC) in Honolulu, Hawaii, and Naval Health Clinic Hawaii (NHCH) at Joint Base Pearl Harbor-Hickam. This Sources Sought notice will not result in a binding contract award and does not restrict the Government's ultimate acquisition approach.

Interested 8(a) contractors must submit responses by March 18, 2026, providing documentation of relevant experience, qualifications, and all applicable small business designations, including small business status, HUBZone certification, Service-Disabled Veteran Owned status, and other socioeconomic classifications. The primary objective is to deliver on-site quality assurance support for repair, renovation, and modernization projects, with contract performance anticipated to begin May 16, 2026, extending through May 15, 2027, plus three optional one-year periods and an additional six-month option. Key requirements include providing three full-time CQM/QA personnel, maintaining construction documentation, performing on-site surveillance, managing submittals and change orders, and preparing weekly reports. Respondents must demonstrate prior experience with facility lifecycle management, project support services, life-cycle project oversight, and experience with strategic vehicles such as SATOC, MATOC, or stand-alone contracts. All contractor personnel must obtain NACI clearance, Common Access Cards, and security training within 30 days of award.
