About this opportunity

The Department of the Army, specifically the Army Contracting Command - Detroit, is conducting a Request for Information (RFI) for a Controller, Air Temp (NSN: 2540-01-185-8217) used in the Abrams Nuclear Biological Chemical (NBC) system temperature control. The RFI seeks to gather market research and identify potential vendors capable of manufacturing this complex component, which interfaces with NBC control valves, sensors, and the Abrams Digital Electric Control Unit. Interested companies must submit their qualifications by May 8, 2025, at 4:00 PM EST to Christina Herbig via email, including details such as company information, DUNS number, CAGE code, business size status, commercial availability, manufacturing expertise, delivery capabilities, and first article testing experience. Vendors must be registered in the System for Award Management (SAM) and have valid certification under the United States/Canada Joint Certification Program to potentially access the technical data package. The evaluation will focus on companies' ability to demonstrate technical capability, manufacturing expertise, and compliance with subcontracting limitations.

The pre-solicitation notice indicates no specific set-aside for this opportunity, making it open to both small and large businesses. The government anticipates a 5-year long-term fixed-price contract with an estimated minimum quantity of 6 units and a maximum 5-year quantity of 196 units. While no incumbent contractor is explicitly mentioned, the current component appears to be proprietary to Honeywell, with circuit cards not technically available to the U.S. Government. The procurement falls under NAICS Code 334511 for Controller manufacturing, and potential vendors must provide their minimum sustaining rate and estimated production lead times. Importantly, this RFI is purely for market research and planning purposes, with no guarantee of a future solicitation or contract award, and the government will not reimburse vendors for preparing or submitting information.
