About this opportunity
The Defense Intelligence Agency (DIA) has issued a Request for Information (RFI) to solicit market research on Bloomberg licenses and terminals from authorized resellers. This is a non-award, information-gathering initiative intended to strengthen the Statement of Work for a potential future solicitation. The primary objective is to evaluate available solutions, pricing structures, and licensing options that can support the DIA's Office of Counterintelligence Supply Chain Risk Management-Threat Analysis Center (SCRM-TAC). Interested parties must submit organizational details, including company information and brief capability statements with supporting documentation, by March 26, 2026, at 12:00 pm Eastern Standard Time. Responses should address the government's capacity to distribute and deliver supplies, apply necessary financial and supply-chain resources, and provide supply acquisition contract services including delivery and warranty/maintenance support. Responses should be directed to Elicia Parker (Elicia.Pratt@dodiis.mil) and Kenyatta Folley (Kenyatta.Folley@dodiis.mil), and no telephone inquiries will be accepted.
This pre-solicitation notice contains no set-aside designation at this time, though the government indicates the requirement may later be set aside for small businesses or procured through full and open competition. The contract would require the delivery of 45 B-unit terminals and licenses for SCRM-TAC and an additional not-to-exceed 40 B-units for DIA, with all hardware shipped to a specified Defense Logistics Operations Center location in Landover, Maryland. The anticipated contract structure includes a base period of 12 months with four one-year option periods, ensuring continuity of Bloomberg Suite access with annual term-based licensing. Contractor responsibilities include providing simultaneous access to all subscribed Bloomberg services, continuous technical support, maintenance, defective equipment replacement, and version upgrades. Training to government personnel on Bloomberg Suite access and usage is also required, with all terminal handling fees and restock fees to be included in the total license cost rather than billed separately.
Notice text
The Defense Intelligence Agency (DIA) is seeking information from authorized resellers regarding the procurement of Bloomberg licenses and terminals. This Request for Information (RFI) is intended solely for market research purposes and will not result in any award.
The objective of this RFI is to gain a better understanding of available solutions, pricing structures, and licensing options from qualified vendors. Responses, including questions and answers submitted during this process, will be used to inform and strengthen the Statement of Work (SOW) for any potential future solicitation.
Businesses responding to this RFI should carefully review the attached documents, which provide additional context and specifications relevant to the DIA’s requirements.
We encourage all interested authorized resellers to submit their responses and any clarifying questions to support DIA in gathering comprehensive market information.
