About this opportunity
The United States Agency for International Development in Rwanda seeks input on strategies to improve reading outcomes for deaf and hard of hearing learners through the Strengthening Equitable Education for the Deaf Activity. The Activity aims to achieve three objectives: improving parental and community capacity for Rwandan Sign Language acquisition and literacy; enhancing access to quality bilingual education in schools; and strengthening national and decentralized government systems. Responses to questions on approaches, best practices, capacity building, and policy recommendations are requested by December 29, 2023 to inform the final activity design.
The RFI does not include set-aside designations. The Activity will provide at least one subaward to a local Rwandan organization and expects the implementing partner to identify a subawardee capable of transitioning to direct USAID funding by the end of the period of performance. The NAICS and PSC codes relevant to the services sought include education, capacity building, and policy development. No incumbent or budget information is included in the pre-solicitation notice.
