About this opportunity

The U.S. Coast Guard is conducting market research on behalf of the Philippines Navy through Foreign Military Sales (FMS) to identify potential vendors for a 60-ton floating crane. This Request for Information (RFI) seeks qualified sources to provide a crane that will support depot-level maintenance operations for Philippines Navy floating assets, including Multi-Purpose Attack Crafts (MPACs), Patrol Boats (PBs), and Boat Attacks (BAs). The crane must be suitable for both on- and off-road use within a naval shipyard environment and must be adaptable for installation and operation on a floating barge measuring 47.5 meters x 14 meters. Vendors are required to provide load chart calculations demonstrating the crane's 60-ton lifting capacity when operating from the specified barge, and all proposed solutions must comply with applicable environmental regulations in the Philippines. The RFI requires submission of company information, technical specifications, product brochures, lifting capabilities documentation, training provisions, and warranty options. Responses to this market research inquiry are due by September 5, 2025.

This procurement does not utilize any set-aside designations and is open to all qualified vendors under NAICS code 333120 - Construction Machinery Manufacturing. No incumbent contractors or potential award values are specified in the pre-solicitation notice, as this is strictly a market research effort to gauge industry capabilities and interest. The procurement involves a single 60-ton floating crane that will ultimately be shipped to the Philippines for the Navy's use. Training requirements include assembly, start-up, operation, maintenance, and repair of the supplied equipment, indicating a comprehensive support package beyond just the crane delivery. The specified barge dimensions of 47.5 meters x 14 meters represent a critical constraint for the crane's operational configuration and installation requirements.
