About this opportunity

The U.S. Coast Guard Foreign Military Sales (FMS) is conducting market research on behalf of the Philippines Navy to identify potential sources for procuring a 2100 Horsepower Engine Dynamometer System designed to conduct load testing of new and rebuilt diesel engines. The Coast Guard seeks qualified vendors who can supply either the specific "Engine Dynamometer, 2100 Horsepower, Powernet SB" system or equivalent products that meet or exceed the functional and technical specifications outlined in the solicitation documents. Interested parties must provide comprehensive information including company details, CAGE codes, technical specification sheets, product brochures, warranty options extending up to three years, on-site training capabilities, and rough order of magnitude cost estimates covering equipment, installation, training, and support. The procurement falls under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing, and vendors are also asked to identify any existing government-wide acquisition contracts they may hold that could facilitate the purchase. The response deadline for this Request for Information is September 5, 2025, with submissions posted on August 26, 2025.

This procurement does not utilize any set-aside designations and is open to all qualified vendors regardless of business size, though small business status information is requested as part of the market research effort. No incumbent contractors or current service providers are identified in the solicitation documentation, suggesting this may be a new requirement or the government is seeking to expand its vendor pool. The solicitation does not specify award values, budget ranges, or contract quantities, as this RFI is explicitly described as a market research effort rather than a formal procurement action, with the government emphasizing that cost estimates requested are not binding quotes. The system specifications center around the 2100 horsepower capacity requirement for engine dynamometer testing capabilities. No specific timeline for services or delivery schedules are outlined in this preliminary market research phase, as the government appears to be in the early stages of understanding industry capabilities and pricing structures for this specialized testing equipment.
