About this opportunity

The U.S. Army Corps of Engineers, Sacramento District, conducted a Reverse Industry Day on emerging acquisition strategies for military construction and civil works projects, with registration closing July 10, 2026. The roundtable forum brought industry representatives together to share real-world experiences and best practices in progressive delivery methods rather than conducting individual capability briefings.

USACE seeks direct industry feedback to shape future acquisition planning and solicitation development for four emerging delivery approaches: Other Transaction Authorities (OTA), Progressive Design-Build (PDB), Design-Build to Budget (DB2B), and Integrated Design and Construction (IDAC). Industry participants were invited to discuss successful implementation strategies, challenges, risk mitigation approaches, and recommendations on solicitation structure, evaluation criteria, partnering practices, and contract administration considerations. The forum served as a platform for USACE to gather lessons learned from contractors with experience deploying collaborative and progressive delivery methods on military and civil projects, informing potential expansion of these tools across future USACE procurement efforts.
