About this opportunity

The Minnesota Air National Guard's 133rd Airlift Wing is seeking to procure Container Delivery System (CDS) bundles for airdrop training, specifically requiring reusable skidboards and energy absorbing layers manufactured by QDRC Inc. The solicitation is for brand-name specific equipment that must be approved by the Quartermaster at Fort Greg Adams for Unilateral Airdrop Training (UAT), with items designed to withstand over 25 high-velocity drops and Minnesota weather conditions. This is a combined synopsis/solicitation prepared under FAR Subpart 12.6 for commercial items, with quotes due by September 23, 2025, at 3:00 PM CST, submitted electronically to jason.mosher@us.af.mil. The government will evaluate quotes based on best value criteria including price, technical acceptability, equipment capabilities, delivery time, and past performance using FAPIIS, SPRS, CPARS, and references. Quotes must remain valid through September 30, 2025, and no contract award will be made until appropriated funds become available.

Despite the federal contract opportunity description indicating a "Total Small Business" set-aside, the solicitation documents specify this as an unrestricted procurement open to full and open competition under NAICS code 336413 with a size standard of 1,250 employees. QDRC Inc. is identified as the sole source provider for these specialized airdrop platforms, which have been previously approved by USAQMC, the Army Quartermaster, and Joint Special Operations Command under a prior contract (W507E24PA013) dated September 16, 2024. The procurement calls for 6 each of several QDRC Inc. items including Reusable Skidboards (RUSB01), Reusable Energy Absorbing Layer (REAL) honeycomb sets in multiple module configurations, 42" x 42" wrapping belts, and skidboard handles. The contract will be awarded as a firm-fixed price order with performance taking place in St. Paul, Minnesota, and all equipment must come with a minimum one-year warranty. The specific contract value is not disclosed in the available documentation.
