The procurement is classified under NAICS code 541512 (Computer Systems Design Services) with a small business size standard of $34.0 million. The Contracting Officer will prioritize responses from Indian-owned economic enterprises under the Buy Indian Act (25 U.S.C. 47) before considering other capable firms or small business set-asides under the Small Business Act. The response deadline for this sources-sought notice is March 26, 2026, and all interested parties must be registered in the System for Award Management (SAM.gov) at the time of submission and award.

This is a sources-sought notice rather than a formal solicitation, issued purely for market research purposes to determine the contracting office's acquisition strategy regarding competition, set-asides, and identification of Indian-owned economic enterprises. No set-aside designation has been established at this time, and no incumbent contractor or award value is identified in the notice. Responses to this market survey are voluntary, and the government assumes no financial responsibility for any costs incurred in preparing responses. Offerors claiming Indian Economic Enterprise status must certify their eligibility on the IHS IEE Representation Form and maintain that eligibility throughout the offer submission, contract award, and entire contract performance period. False or misleading information submitted during the process is subject to criminal penalties under 18 U.S.C. 1001, while false claims during contract performance may result in civil penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287.
