The U.S. Agency for International Development (USAID), Bureau for Economic Growth, Education, and Environment (E3), hereby issues a Request for Proposal (RFP) to obtain technical assistance services related to Restoring the Environment through Prosperity, Livelihoods and Conserving Ecosystems (REPLACE) to help sponsoring units in Bureaus and Missions achieve their goals and objectives across all sectors.
REPLACE offers an integrated approach to sustainable resource management. The aim of REPLACE is to provide a clear framework to address the ecological or natural resources program goals supported by transparent lines of governance and policy and with significant economic incentives for stakeholders.
This mechanism will provide USAID Missions and operating units and their development partners with an integrated set of technical assistance components to address complex development needs across multi-use landscapes.
USAID anticipates awarding multiple contracts as a result of this solicitation, consisting of both unrestricted and small business set-asides. There is no guarantee on the number of contracts to be awarded, the number of task orders that any one firm will receive, or the amount of money each firm is entitled to beyond the minimum monetary amount to be stated in the Request for Proposal (RFP). USAID anticipates that the maximum ordering limitation of the contracts resulting from a RFP will be $700,000,000 over a 5 year ordering period. Note that this ceiling applies across all contracts and cannot be exceeded in the aggregate.

Synopsis
The U.S. Agency for International Development (USAID) anticipates issuing a Request for Proposal (RFP) to focuses on improving the sustainable, long-term management of natural resources. The Contractor will be required to present an integrated approach to addressing the environment, governance and economic growth components necessary for sustainable natural resources management. In addition contractors will be required to recognize that solutions to natural resource issues specific to gender and marginalized groups. This mechanism will provide USAID operating units programming options to build the technical and management capacities of institutions and civil society to effectively address sustainable natural resource management while also focusing on the governance structures and economic options necessary to foster long term sustainability in ecosystem management.

Once the RFP is issued, there is an expectation that many of the Task Orders submitted by USAID Missions under the IDIQ will be very complex and demanding for any one firm to be able to provide all the required mix of skills. Therefore, firms will be encouraged to utilize a consortium with one organization serving as the lead business. Also encouraged are consortiums led by a small business.

The solicitation will be posted on the FEDBIZOPPS web page (www.fedbizopps.gov) not less than 15 days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, copies of the solicitation will not be available for pick-up, and no walk-ins will be allowed. Offerors are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken.
This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.201.
