About this opportunity

The Defense Health Agency is procuring one rest metabolic rate machine (V02) for the HELM program at Naval Medical Center Portsmouth to replace existing equipment that measures oxygen consumption for program participants as part of comprehensive health assessments. The machine must provide advanced metabolic and fitness data including VO2 Max and Sub-Max measurements, precise heart rate zones, calorie burn calculations during exercise, and email functionality for results distribution to clients. This is a brand name or equal solicitation requiring vendors to submit complete quotes with product descriptions, part numbers, section A of the RFQ form, current SAMs registration, and at least two invoices from previous private or public institution sales. The contract will be evaluated using a best value approach with technical capabilities as the most important factor, followed by past performance and price which are weighted equally. All questions must be submitted via email to Contract Specialist Kimberly Bunn by September 5, 2025 at 4:00 PM Eastern Standard Time, which is also the deadline for proposal submissions.

Despite the main solicitation notice indicating no set-aside is used, the government file summary reveals this is actually set aside for Women-Owned Small Business (WOSB) enterprises, creating a discrepancy in the documentation. The contract requires firm fixed-price pricing with delivery scheduled for September 30, 2025, and the machine will support testing of approximately 12 patients weekly within the HELM program. Vendors must provide technical capability statements, at least three references for similar services delivered within the past 24 months, and detailed pricing breakdowns as part of their submissions. The work will be performed at Naval Medical Center Portsmouth, Virginia, and this is structured as an all-or-nothing procurement where only complete responses addressing all requirements will be considered. No incumbent contractor information or specific budget ranges are disclosed in the available documentation.
