About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis has issued a Special Notice for the procurement of Respondus Lockdown Browser software and licensing. The Defense Language Institute Foreign Language Center (DLIFLC) requires a lockdown browser solution that enables faculty to create secure online assessment environments that prevent students from accessing other websites or applications during testing. This software must integrate with the DLIFLC Learning Management System Sakai and be compatible with student learning devices including MacBook Pro and iPad. The lockdown browser must also allow faculty to remotely control student devices during assessments. The procurement includes the software, licensing, and annual maintenance agreements necessary for full functionality.

The primary objective of this Special Notice is to establish a secure testing environment that addresses core issues of student identity verification and cheating prevention for non-proctored assessments. Contractors interested in this opportunity must respond by July 28, 2025, with solutions that meet specific technical requirements including full-screen display capabilities, prevention of task switching and application access, disabled print and copy functions, and restricted browser functionality. The software must function identically to standard desktop-controlled lab computers while providing comprehensive security features. No set-aside designation applies to this opportunity, making it available to all eligible contractors under NAICS code 513210 (Software Publishers). The solution must support the educational mission of DLIFLC by creating an essential security layer for online assessments while maintaining compatibility with existing institutional technology infrastructure.
