About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Joint Base Lewis-McChord is seeking a contractor to provide comprehensive respiratory protection testing and maintenance services. The solicitation requires a contractor to deliver all necessary personnel, equipment, supplies, and services for maintaining and repairing breathing apparatus and associated safety equipment. Contractors must adhere to specific industry standards, including National Fire Protection Association (NFPA) 1852 and 1989 guidelines for open-circuit self-contained breathing apparatus (SCBA) and breathing air quality. A critical qualification for potential bidders is holding the MSA Certified Air Mask Repair Education Certified (C.A.R.E) certification. The pre-solicitation notice was posted on May 15, 2025, with a response deadline of June 13, 2025, indicating a relatively tight window for potential contractors to prepare and submit their proposals.

The contract opportunity is designated as a total small business set-aside, which means only small businesses can compete for this contract. The procurement falls under the North American Industry Classification System (NAICS) code 81131 for commercial and industrial machinery and equipment repair and maintenance, with a specific Product Service Code (PSC) of J042 focused on maintenance and repair of firefighting, rescue, safety, and environmental protection equipment. While specific award values are not disclosed in the pre-solicitation notice, the specialized nature of respiratory protection equipment maintenance suggests this could be a significant contract for the right qualified small business. The contract will likely involve ongoing maintenance services, potentially spanning multiple years, with strict adherence to safety and technical standards critical to emergency service respiratory protection equipment.
