This work will encompass two related studies. The first involves expanding the ARMOR system model to the maritime environment to assist the USCG in optimizing PWCS patrol resource utilization-boats and crews, and increase unpredictability of Maritime Critical Infrastructure/Key Resources (MCI/KR) patrols and vessel escorts. The second study area involves assessing the cost effectiveness of Maritime Safety program activities by assessing the total economic impact resulting from an incident occurring in a deep water port such as Port Arthur, TX
