This procurement will be conducted on an unrestricted basis using Federal Acquisition Regulation Part 15 (Contracting by Negotiation) procedures. Qualified contractors from all responsible sources are eligible to submit quotations, bids, or proposals for consideration. The government will evaluate offers based on a combination of factors including price, delivery capability, past performance, and other evaluation criteria detailed in the forthcoming solicitation. The proposed solicitation (SPE7M5-26-R-0013) is scheduled to be posted on the DLA DIBBS website on or about May 18, 2026, with a deadline for submission of May 13, 2026—though this date appears to precede the solicitation release and may indicate an initial interest deadline or require clarification.
This procurement carries no set-aside designation and identifies two approved sources: Kavlico Corporation (P/N GM8850) and Woodward HRT Inc (P/N 84002175-001). The requirement calls for 131 units with tiered pricing based on quantity brackets of 100-125 units and 126-155 units. Delivery is required within 350 days to DLA Distribution San Diego, with FOB point at origin and inspection/acceptance occurring at the destination. While specific budget information is not disclosed in this pre-solicitation notice, the tiered pricing structure suggests potential cost variations based on order volume. All offers must be submitted in English and U.S. dollars, and offerors should note that one or more items may be subject to the Trade Agreements Act of 1979.
