About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure a specific chemical resin product identified by NSN 1H-6810-015456807-X3, with a quantity of 10 boxes to be delivered to DLA Distribution Norfolk, VA. This pre-solicitation notice indicates the government intends to negotiate with a single source under FAR 6.302-1, as the rights to use the data for purchasing or repairing this part are not owned by the government and cannot be easily obtained through alternative means. Interested parties are encouraged to review technical documentation through the DoD Single Stock Point (DODSSP) in Philadelphia, either via online ASSIST-Quick Search or by contacting their help desk. The government will consider proposals, quotations, or capability statements submitted within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). Evaluation will focus on verifying sources' capabilities to respond to the specific requirement, with the ultimate competitive procurement decision solely at the government's discretion.
The opportunity is designated as a Total Small Business set-aside, targeting smaller enterprises within the chemical product supply sector. While specific award value is not disclosed, the procurement involves 10 boxes of a specialized resin with technical complexity that makes reverse engineering uneconomical. The delivery location is specified as SW3117 at the DLA Distribution facility in Norfolk, VA 23511-0001. Potential offerors must navigate complex documentation requirements, including accessing military specifications, standards, and product qualification lists through the DODSSP. The procurement timeline suggests a potential contract award in the late first or early second quarter of 2025, contingent upon the government's assessment of submitted capabilities and alignment with their specific technical requirements.
