About this opportunity

The National Institute of Standards and Technology seeks procurement of Residual Gas Analyzer systems and related equipment for the SURF III synchrotron radiation facility, with quotations due September 14, 2026. This is a total small business set-aside restricted to Women-Owned Small Business (WOSB) eligible firms under 41 USC 3304(a)(1), sole source to MKS Instruments and its resellers based on technical, operational, and interoperability requirements.

Place of performance is Gaithersburg, Maryland. The procurement requires four line items: two MKS model 669-221-021 MicroVision 2 Residual Gas Analyzers (mass range 1–200 amu, double quadrupole mass filter, Thoria filament); two MKS model 972B-71034 Pressure Transducers (combination cold cathode and micropirani gauge); two MKS model LM104-029-1 Pressure Protection Cables; and two MKS model 842-024 MicroVision 2 Replacement Filaments. All items must be brand-name specific, new, and in original manufacturer packaging with complete documentation. Delivery is required no later than 16 weeks after receipt of order with F.O.B. Destination terms. NIST's established installed base of MKS RGAs and personnel expertise in operating and maintaining these systems drives the sole-source determination; introducing an alternative platform would require additional integration, validation, training, and maintenance with unacceptable cost and technical risk. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. Evaluation is lowest priced, technically acceptable quotation. Award will be made to a single responsible quoter. Payment is 100 percent upon acceptance following government inspection and testing. A minimum one-year warranty commencing upon acceptance is required. The solicitation incorporates standard FAR commercial item clauses, Buy American provisions, and NIST-specific cybersecurity and privacy protections consistent with FISMA and NIST SP 800-171.
