About this opportunity
The Defense Health Agency (DHA), operating through its Contracting Activity (DHACA) located at Fort Detrick, Maryland, is conducting market research to identify qualified vendors capable of supplying research swine for a potential five-year ordering period. This Request for Information (RFI) announcement seeks documentation of technical expertise demonstrating that prospective offerors possess the necessary functional capabilities and experience to compete for the acquisition. All interested parties must submit written responses by December 3, 2025, and should note that this RFI does not obligate the Government to award a contract nor does it solicit formal proposals or quotes. Vendors must meet specific qualifications, including USDA licensing as a breeder and vendor, maintenance of a USDA-validated brucellosis-free herd, pseudorabies negative qualification, and possession of a High Health Certified herd. Responses must include comprehensive documentation of technical expertise, along with explanations of transportation and fuel surcharge policies, and vendors must be prepared to deliver animals and accompanying health documentation to Fort Sam Houston, Texas.
The procurement carries no set-aside designation and does not identify any current contractors or incumbent vendors. The Government anticipates requiring approximately 650 Yorkshire or Yorkshire-cross swine across three weight categories (200 at 22-39 kilograms, 340 at 40-55 kilograms, and 50 exceeding 55 kilograms) and 60 purebred Duroc swine distributed similarly across the same weight ranges (10 at 22-39 kilograms, 25 at 40-55 kilograms, and 25 exceeding 55 kilograms). No specific award value or budget range is disclosed in this market research phase. Animals will be delivered as required over the five-year ordering period, with all shipments requiring complete health documents and testing summaries for each animal. This procurement falls under NAICS code 112210 (Hog and Pig Farming) and PSC code 8820 (Live Animals, Not Raised For Food).
