About this opportunity

The Bureau of Labor Statistics (BLS), Office of Survey Methods Research (OSMR) is seeking a vendor to provide comprehensive participant recruitment services for research studies. The Department of Labor is issuing a Request for Information (RFI) to identify potential contractors capable of recruiting 200-300 participants annually for various research studies involving interviews, usability tests, and focus groups. Key contract requirements include recruiting eligible US residents aged 18 and older, providing monetary incentives ranging from $50 to $90 per participant, coordinating recruitment strategies, developing advertisements, and maintaining strict confidentiality in accordance with BLS privacy policies. Vendors must demonstrate the ability to handle participant information securely and provide real-time status updates and summary reports. The RFI responses are due by December 23, 2024, with preliminary questions accepted until December 13, 2024, and the evaluation will likely focus on company capabilities, experience, business size, fee structure, and approach to preventing fraudulent participation.

The procurement does not currently have a specific set-aside designation, indicating the opportunity may be open to both small and large businesses. Potential contract award could support multiple vendors, with studies conducted both virtually and in-person in Washington DC. Participants will receive compensation between $50 for 60-minute interviews and $90 for 1.5-hour focus groups, suggesting a total annual budget potentially ranging from $10,000 to $27,000 depending on study complexity and participant volume. The contract falls under NAICS category 541720 for Research and Development in the Social Sciences and Humanities, with a PSC code of B553 for Special Studies/Analysis-Communications. Responses are limited to 30 pages and must be submitted in Microsoft Word format, with the government reserving the right to use full and open competition or potentially set aside the contract for small businesses.
