About this opportunity

This notice announces the annual Research Opportunities in Space and Earth Sciences (ROSES) solicitation from the National Aeronautics and Space Administration (NASA) Science Mission Directorate for 2018. ROSES seeks proposals for basic and applied research and technology development across space and earth science topics. Awards will be made as grants, cooperative agreements, contracts, or interagency transfers depending on the nature of the proposed work. Proposals will be evaluated based on their merits in furthering NASA's science objectives, with due dates varying by program element between February 14, 2018 to September 30, 2018.

No set-aside is designated. Proposals are sought from organizations both domestic and foreign, across all sectors, for research partnerships without restriction or exchange of funds. Award periods are typically three years but may extend to five years. The work under this solicitation will take place at locations determined by the offerors and in collaboration with NASA scientists and researchers.

Notice text

The National Aeronautics and Space Administration (NASA) Science Mission Directorate (SMD) announces that its annual NASA Research Announcement (NRA), Research Opportunities in Space and Earth Sciences (ROSES) - 2018 will be released on or about February 14, 2018.

ROSES is an omnibus NRA, with many individual program elements, each with its own due dates and topics. All together these cover the wide range of basic and applied supporting research and technology in space and Earth sciences supported by SMD.  Awards will be made as grants, cooperative agreements, contracts, and inter- or intra-agency transfers, depending on the nature of the work proposed, the proposing organization, and/or program requirements. The typical period of performance for an award is three years, but some programs may allow up to five years and others specify shorter periods. Organizations of every type, domestic and foreign, Government and private, for profit and not-for-profit, may submit proposals without restriction on teaming arrangements. Note that it is NASA policy that all research involving non-U.S. organizations will be conducted on the basis of no exchange of funds.

This ROSES-2018 NRA will be available on its release on February 14, 2018, at http://solicitation.nasaprs.com/ROSES2018. Tables 2 and 3 of this NRA, which will be posted at http://solicitation.nasaprs.com/ROSES2018table2 and http://solicitation.nasaprs.com/ROSES2018table3, respectively, provide proposal due dates and hypertext links to descriptions of the solicited program elements in the Appendices of this NRA. To learn of additional new program elements or amendments to this NRA, proposers should subscribe to:

Frequently asked questions about ROSES-2018 will be posted at http://science.nasa.gov/researchers/sara/faqs/. Further information about specific program elements may be obtained, after the release of ROSES-2018, from the individual Program Officers listed in the Summary of Key Information at the end of each program element of ROSES-2018 and at: http://science.nasa.gov/researchers/sara/program-officers-list/.
