About this opportunity
The Centers for Medicare and Medicaid Services (CMS) is seeking contractors for the Research, Measurement, Assessment, Design, and Analysis (RMADA) 3 Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide comprehensive analytical support and technical assistance for healthcare reform models and demonstration programs. The contract requires multi-disciplinary professionals including economists, clinicians, statisticians, and policy analysts to support model design, program analysis, implementation monitoring, survey design, data analysis, and stakeholder engagement. Contractors will need to work within CMS' Model Space environment, comply with data security protocols, and collaborate with third-party data aggregation contractors. The pre-solicitation notice was posted on December 10, 2024, with comments and feedback invited from potential vendors, though proprietary solutions will not be accepted. The formal Request for Proposal (RFP) is expected to follow this pre-solicitation period, with a response deadline of December 31, 2024.
The contract opportunity is classified under NAICS category 541720 for Research and Development in Social Sciences and Humanities, with a PSC category of AN42 for Health R&D Services. There are no specific set-aside designations for this procurement, indicating it will be open to a broad range of qualified contractors. The SOW emphasizes the need for contractors to support CMS models created under healthcare reform legislation like the Affordable Care Act and MACRA, with a focus on developing learning systems, providing technical assistance to model participants, and conducting both qualitative and quantitative evaluations. While specific award values are not disclosed in the pre-solicitation notice, the IDIQ structure suggests potential for multiple awards and significant contract value across various task orders. Contractors will be expected to support model scaling, close-out activities, and provide rapid cycle evaluation feedback across multiple large-scale CMS healthcare models simultaneously.
