About this opportunity
Naval Supply Systems Command intends to solicit research and development services for bacterial and viral infection detection and analysis in support of the NAMRU INDO PACIFIC biosurveillance program, with an RFI response deadline of May 19, 2026. No set-aside applies. Work is performed primarily in the United States, with sequencing and bioinformatic work locations selected by mutual agreement between contractor and NAMRU INDO PACIFIC, including potential wet-lab sites in Laos, Malaysia, Vietnam, Philippines, South Korea, Taiwan, Papua New Guinea, and the University of Florida.
The contract requires improvement of standardized laboratory procedures to detect biothreat agents, arboviruses, and antibiotic-resistant organisms; development of detailed consensus genomes for regional pathogens of concern; and provision of a bioinformatic platform to identify novel emerging and re-emerging infectious diseases. Key deliverables include a kickoff meeting, quarterly teleconferences with progress reports, training at up to three collaborating sites on Next Generation Sequencing methodologies, provision and installation of integrated molecular sequencing equipment customized for each site, sequencing of at least 90 samples targeting SARS-CoV-2, Influenza A/B, RSV, Dengue, Plasmodium, Adenovirus, and other pathogens, quarterly sequencing reports, and technical progress reports due at six months and contract completion.
Personnel must be fully proficient in English and complete CITI research training and NAMRU INDO PACIFIC research integrity training. Contractor must implement two approved IRB protocols and obtain all required local, Department of Navy, and Human Research Protections Program approvals. The U.S. Government retains unlimited rights to all documents, materials, reports, source codes, and software produced. Respondents must submit RFI responses by 4:30 PM EST on May 19, 2026 via email to Brian.m.Kinkade.civ@us.navy.mil with cover letter, company information, UEI, Cage Code, and capabilities statement addressing scope understanding and responsible contractor status. NAICS 541715; PSC AN42.
