About this opportunity

The Department of the Navy Naval Sea Systems Command has issued a Special Notice (ID: f48668bd96ec415ba28c2c2d71e45c77) for the Prototyping Research and Operations for Tactical Electromagnetic Warfare and Advanced Networking (PROTEAN) project. This opportunity is being released as an other transaction project under 10 U.S.C. 4022 and is part of the Strategic & Spectrum Missions Advanced Resilient Trust Systems (S2MARTS) consortium managed by National Security Technology Accelerator (NSTXL). The notice specifically addresses a current gap in electromagnetic warfare (EW) and seeker payload framework evaluation for unmanned platforms. The project will be administered by the Naval Surface Warfare Center, Crane Division, and is classified under NAICS code 541715 for research and development in physical, engineering, and life sciences.

Contractors interested in this opportunity must be members of the S2MARTS Consortium, with membership available through S2MARTS.org. The primary objective is to develop a framework that allows vendors to bring their EW and seeker payload capabilities for technical evaluation and integration onto unmanned platforms. The project aims to address several technical challenges, including integration difficulties, lack of standardization, insufficient testing and evaluation, and limited innovation pathways. The response due date is April 30, 2025, with a final submission deadline of May 22, 2025. Interested parties can contact Judy Blanton (Judith.a.blanton3.civ@us.navy.mil) or Lance Buechler (Lance.a.buechler.civ@us.navy.mil) for additional information. The contracting office is located at 300 Hwy 361 in Crane, Indiana, and vendors are encouraged to review additional details on the S2MARTS website.
