About this opportunity

The Naval Sea Systems Command has issued a Special Notice announcing the release of a Request for Solutions (RFS) for the Military Sealift Command (MSC) Mounted Drake Integration project under the Strategic & Spectrum Missions Advanced Resilient Trust Systems (S2MARTS) consortium. This initiative involves adapting the Drone Restricted Access Using Known Electromagnetic Warfare (DRAKE) system, which provides UAS detection and performs non-kinetic effects to neutralize drone swarms. The project addresses the evolving requirements for the DRAKE mount, which is transitioning from solely vehicle-based applications to include ship-based installations. The Navy seeks to develop a near form, fit, and function replacement of the current vehicle mount that will enable permanent UAS detection and jamming capabilities on ship platforms. The opportunity is classified under NAICS code 541715 for research and development in physical, engineering, and life sciences.

The primary objective of this Special Notice is to provide awareness of the RFS release and facilitate the development of a new drawing package for an obsolescence mitigation effort that ensures the DRAKE mount supports both current and future applications. Contractors interested in responding must be members of the S2MARTS consortium managed by the National Security Technology Accelerator (NSTXL), with membership information available at S2MARTS.org. The response deadline for the RFS is July 7, 2025, with the overall opportunity due date of July 21, 2025. This other transaction project operates under 10 U.S.C. 4022 and requires the creation of a fixed mount solution that will transition the currently ground-based DRAKE system to ship platform integration. The effort specifically focuses on developing a prototype that addresses the evolving nature of the current mount design while maintaining compatibility with existing DRAKE system functionality.

REQUEST FOR SOLUTION:

Military Sealift Command (MSC) MOUNTED DRAKE INTEGRATION

(S2MARTS)

  1. PURPOSE

This Special Notice is issued to provide awareness of the release of a Request for Solutions (RFS) for an other transaction project in accordance with 10 U.S.C. 4022.  The RFS title Military Sealift Command (MSC) Mounted Drake Integration has been issued as part of the Strategic & Spectrum Missions Advanced Resilient Trust Systems (S2MARTS) consortium managed by National Security Technology Accelerator (NSTXL) and administered by the Naval Surface Warfare Center, Crane Division.

      2. BACKGROUND AND SUMMARY

          2.1 Other Transaction Consortium

Vendors interested in responding to this RFS must be members of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) Consortium. Interested parties may visit S2MARTS.org for membership information.

           2.2 PROJECT OVERVIEW

The mount for the Drone Restricted Access Using Known Electromagnetic Warfare (DRAKE) system is evolving as it is no longer used solely for vehicle attachment. DRAKE provides UAS detection and performs non-kinetic effects to neutralize drone swarms. The DRAKE use case requires the mount to attach to ships, necessitating an obsolescence mitigation effort to ensure the mount supports its current applications. This prototype effort addresses the evolving nature of the current mount design by completing a new drawing package that will result in a near form, fit, and function replacement of the current vehicle mount.

Current DRAKE Mounted system is designed for ground vehicle integration. Currently the DRAKE system is used in ground-based vehicles and ground based stationary systems. The desire is to create a fixed mount to ship platforms, which will allow for permanent UAS detection and jamming on these ship platforms.
