About this opportunity
The Department of Homeland Security's U.S. Customs and Border Protection (CBP) is seeking untrained detection canines for their K9 program through Request for Quote (RFQ) 20150799. The procurement requires 6-10 untrained detection canines from sporting/herding breeds including Belgian Malinois, Labrador Retriever, and German Shepherd, aged 12-36 months, to support the CBP Office of Training and Development. Canines must pass comprehensive medical and behavioral evaluations testing retrieval drive, stable character, hunt drive, and temperament, with delivery required within 30-60 days of award. The evaluation will use a best value trade-off method considering five key factors: breed conformance, availability date, open order status, past performance with CBP, and pricing. Quotes are due by September 26, 2025 at 11:00 AM EST, with the contract period running from September 30, 2025 through December 29, 2025.
This solicitation is 100% set aside for small businesses under NAICS code 112990 (All Other Animal Production) with a size standard of $2.75 million. The government documents do not identify any current incumbents or specific contractors, though the evaluation criteria emphasize prior successful canine delivery experience with CBP as a critical selection factor. While no specific award value is disclosed, the procurement falls under Federal Acquisition Regulation parts 12 and 13, indicating it is not a credit card purchase and suggests a more substantial contract value. The primary place of performance is the CBP Canine Academy located at 11617 Iron Soldiers Way in El Paso, Texas, where successful canines will undergo medical, physical, and behavioral evaluation. Vendors are responsible for transportation costs to deliver the canines, and a 6-month warranty applies for pre-existing medical conditions.
