About this opportunity

The Department of Homeland Security, U.S. Customs and Border Protection (CBP), has issued a Request for Quote for 6 untrained detection canines to support the CBP Office of Training and Development at the US Border Patrol K9 Center in El Paso, Texas. The procurement requires canines from specific sporting or herding breeds including Belgian Malinois, Labrador Retriever, Golden Retriever, German Shorthaired Pointer, German Shepherd, and Dutch Shepherd, with animals aged 12-36 months and maintaining 16-25% body fat. Canines must pass rigorous medical and behavioral evaluations assessing physical health, temperament, prey drive, socialization, and detection potential, including specific medical criteria such as hip and elbow radiographs, vaccination records, and microchip identification. The government will evaluate quotes using a trade-off methodology considering breed conformance, delivery timeline (60 days or less from Notice to Proceed), open order status, past performance, and price, with technical and past performance factors weighted relatively equivalent to price. Quotes are due September 26, 2025, at 11:00 AM EST, with the contract period running from September 30, 2025, through December 29, 2025.

This solicitation is 100% set aside for small businesses under NAICS code 112990 (All Other Animal Production) with a size standard of $2.75 million. No incumbent contractors or current vendors are identified in the solicitation documents. While specific award values are not disclosed, the procurement operates under a firm fixed-price task order structure, with vendors required to provide pricing information through the supplied Excel quote template. The selected contractor must deliver all 6 canines within 30 days of award and assume responsibility for all transportation arrangements and associated costs to the El Paso facility. Performance will occur at the US Border Patrol K9 Center located at 11617 Iron Soldiers Way in El Paso, Texas, where canines will undergo final medical, physical, and behavioral evaluation by CBP personnel. The contract includes a 6-month warranty requiring replacement of canines with pre-existing medical issues, and CBP reserves the right to reject animals that do not meet the strict medical and behavioral standards.
