About this opportunity

The General Services Administration's Federal Acquisition Service is seeking quotations for a Commercial Off-the-Shelf shipment tracking subscription service through RFQ 47QSCC-25-Q-5001. The procurement targets GSA Schedule contractors to provide a solution that enables real-time tracking of packages across multiple carriers, standardizes tracking data, and reduces the government's internal burden of maintaining tracking integrations. Key technical requirements include supporting at least 3 million unique tracking numbers annually, providing unlimited API updates, offering minimum five API access keys, and supporting major carriers including USPS, FedEx, UPS, DHL, and XPO. The service must maintain SOC 2 and ISO 27001 compliance while ensuring no external data storage or usage of government tracking data. The government will use a Lowest Price Technically Acceptable evaluation methodology, awarding to the responsible offeror whose quotation is technically acceptable and offers the lowest total evaluated price. Quotations must be submitted electronically by 10:00 AM Eastern Time on June 25, 2025.

The solicitation is set aside for small businesses under NAICS code 518210 with a size standard of $13 million. The contract structure includes a one-year base period with four one-year option periods, potentially extending performance from August 1, 2025 through July 31, 2030, though option periods are not guaranteed and require annual evaluation by the Contracting Officer. The procurement will be awarded as a Firm Fixed Price purchase order with performance taking place in the United States. No incumbent contractors or specific award values are mentioned in the solicitation materials. The technical specifications emphasize the system's capacity to handle high-volume tracking operations while maintaining strict security and compliance standards for government shipment data.
