About this opportunity

The Defense Health Agency is issuing a Request for Quote for Olink Target 96 Panel Assays analysis of up to 88 biological samples, with offers due June 23, 2026, and questions due June 16. The procurement is a women-owned small business (WOSB) set-aside with a HUBZone small business evaluation preference of 10 percent.

Place of performance is the contractor's laboratory, with sample acceptance at the U.S. Army Research Institute of Environmental Medicine, Natick, Massachusetts. The requirement covers a 12-month period from August 15, 2026 through August 14, 2027, supporting the Military Nutrition Division in collaboration with the Norwegian Defense Force.

The contractor must be an Olink Certified Service Provider and perform three panel analyses on each sample—targeting metabolism, inflammation, and immune response biomarkers—using proximity extension assay technology. The government will provide up to 88 de-identified EDTA plasma samples shipped on dry ice; the contractor supplies all reagents, consumables, equipment, and facilities. All 88 samples must be processed on a single plate per panel with rigorous quality controls (positive, negative controls, and calibrators). Results must be delivered in Excel format reporting normalized protein expression values (NPXs) by the end of the performance period. Remaining samples must be returned to USARIEM in original cryovials on dry ice at the contractor's expense. No travel, emergency services, classified information, facility clearance, or cybersecurity requirements apply.

Pricing is firm-fixed on a per-sample basis for each of the three panels. Award value will be calculated as the highest unit price among the three panels multiplied by 88 samples. The NAICS code is 541380 (Testing Laboratories and Services); PSC is Q301 (Reference Laboratory Testing). The contracting officer is Jesse D. Nisley; contract specialist is Kenneth E. Grenier.
