About this opportunity
Immigration and Customs Enforcement seeks to purchase a Direct Analysis in Real-Time Mass Spectrometer (DART-MS) for its HSI Forensics Laboratory, with quotes due September 23, 2026 and questions due September 17. Award will be made using the Lowest Price Technically Acceptable (LPTA) process.
Place of performance is McLean, Virginia. The DART-MS must perform rapid, non-destructive mass spectral analyses of inks, toners, dyes, polymers, papers, adhesives, and other materials related to travel, identity, and security documents. The system must be capable of qualitative and quantitative analysis with no sample preparation across a wide range of polar and nonpolar materials including polymers and polymer additives, fuel additives, drugs and metabolites, explosives, foods and beverages, and environmental contaminants. The procurement requires new equipment only; remanufactured or previously used items are not acceptable. Delivery, installation, and a warranty period of no less than one year are included. The contractor bears responsibility for all labor, supervision, equipment, supplies, materials, transportation, and technical expertise required for purchase, delivery, installation, and one-year warranty.
NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing); PSC is 6640 (Laboratory Equipment and Supplies). No small business set-aside applies. Evaluation considers technical acceptability first; once a technically acceptable quote is identified, the government will assess the quoted price for reasonableness. The Terms and Conditions incorporate FAR provisions applicable to commercial items, DHS and ICE requirements, AI governance obligations (including human-in-the-loop oversight, data traceability, and auditability), Buy American requirements, and debarment prohibitions. The offer acceptance period is 60 calendar days.

4. Description:
The Government would like to purchase a Direct Analysis in Real-Time Mass Spectrometer (DART-MS) that will fulfill the HSI Forensics Laboratory mission to perform rapid, non-destructive mass spectral analyses of inks, toners, dyes, polymers, papers, adhesives, and other materials related to travel, identity, and security documents. The government’s purchase would also include the following: Delivery, Setup/Installation, and Warranty Period of no-less than 1 year. New equipment only. No remanufactured, or previously used items. The Contractor will be responsible for all labor, supervison, equipment, supplies, materials, transportation, and technical expertise to purchase, deliver, install, and provide 1 year warranty.
The DART source must be capable of rapid qualitative and quantitative analysis with no sample preparation of a wide range of polar and nonpolar materials including polymers and polymer additives, fuel additives, drugs and metabolites (either purified or in body fluids or tissues), explosives, foods and beverages, environmental contaminants, pesticides, and chemical warfare agents. The DART must be a fully integrated (with the MS and software) and be a commercially available instrument that has previously been sold and installed into US Federal and State government laboratories, industrial and pharmaceutical companies, as well as universities and colleges
The DART-MS equipment must meet the following minimum requirements listed below:
-TAA compliant
- Must include DART JumpShot: DART JumpShot with Pulse gas flow is an easy way to complete ambient pressure desorption ionization mass spectrometry. JumpShot technology improves speed and throughput, reduces ambient background and allows for 95% helium saving over continuous flow DART.
All hardware required for operation of the DART-MS instrument – PC (and related peripherals that meets or exceeds the following specifications:
- Intel Core i5-13600 with Windows 11™ Pro or Mac OSX 64-bit Operating System,
