About this opportunity
The Department of the Navy Naval Air Systems Command seeks to procure the Undergraduate Jet Training System (UJTS), encompassing engineering, manufacturing, and development of the UJTS solution, first-lot low-rate initial production aircraft, limited ground-based training systems, and interim contractor logistic services, with proposals due July 23, 2026 at 3:00 PM Eastern Standard Time.
This is full and open competition. The requirement serves intermediate and advanced training for undergraduate United States Navy and United States Marine Corps jet aviators and flight officers. Work is performed at contractor facilities and appropriate government locations per Section F of the RFP. PSC is 1510 (Aircraft, Fixed Wing); NAICS is 336411 (Aircraft Manufacturing).
The contract structure blends multiple pricing approaches: Cost-Plus-Incentive-Fee for EMD, Firm-Fixed Price for LRIP Lot 1, and Cost-Plus-Fixed-Fee for site activation and interim contractor logistic services. The contract is anticipated to be a standalone C-type award. The Government expects to select one offeror based on best value but may award to the two highest technically rated offerors if funding is available and dual awards offer greater value for the warfighter.
Seven amendments (AMD 0001 through AMD 0007) have been issued. Amendment 0003 corrected the proposal due date. Amendments 0004 and 0005 updated attachments—the I-CLS SOW and EMD SOW respectively—marked as controlled unclassified information (CUI), available by direct request from contract specialist Brandon Rider (brandon.f.rider.civ@us.navy.mil). The Government posted a Q&A attachment as of April 9, 2026. Amendment details are in Section A of each respective SF 30.
