About this opportunity
The General Services Administration Public Buildings Service is soliciting lease proposals for office space to house the Internal Revenue Service in Milwaukee, Wisconsin, with proposals due September 8, 2026.
The Government seeks to lease a minimum of 31,017 to a maximum of 31,948 rentable square feet of contiguous, above-ground office space within a defined downtown Milwaukee area bounded by W. Juneau Avenue, E. Clybourn Street, Lake Michigan, and Interstate 43. The lease term is 15 years with a firm 5-year initial term; the Government may terminate in whole or in part thereafter with 120 days' notice.
The building must be modern, constructed of permanent materials, and either newly constructed or recently modernized. Offerors must provide 28 reserved surface parking spaces (secured and lit) and make 27 visitor spaces available within a quarter-mile walking distance. The space must include a Taxpayer Assistance Center on the first floor or within 200 feet of elevators, with regular column spacing to support efficient layout. The building must comply with ENERGY STAR certification requirements (or qualify for statutory exceptions), accessibility standards, fire protection and life safety codes, and asbestos restrictions. The Government may require rooftop antenna installation and must allow for Randolph-Sheppard vending facilities.
Proposals must be submitted electronically through the Requirement Specific Acquisition Platform at leasing.gsa.gov and include GSA Form 1364 and GSA Form 1217 with pricing broken down by shell rental, tenant improvements at $74.28 per ABOA square foot, Building Specific Amortized Capital at $12.00 per ABOA square foot, operating costs, and parking. Award will be made to the lowest-priced, technically acceptable offer using present value analysis with a 5 percent discount rate. Offerors must demonstrate conditional financing commitments, provide Phase I environmental site assessments if directed, comply with National Historic Preservation Act requirements, obtain local zoning approval, and provide fire protection certifications. The Lease Contracting Officer is Colleen McGuigan at GSA in Chicago; the Alternate Government Contact is Matt Bartlett at CBRE, Inc.
