About this opportunity
The Defense Logistics Agency Aviation is conducting market research to identify potential manufacturers for Local Oscillator Synthesizers (NSN 5865-01-571-1593, P/N 7597720P2) used in the ALQ-161 Electronic Warfare System. This critical component amplifies incoming RF signals to enhance detection, analysis, and response capabilities for identifying enemy threats during flight operations. The procurement seeks qualified manufacturers with the expertise, capabilities, and experience necessary to meet production and qualification requirements while ensuring compatibility with the existing ALQ-161 system. Interested parties must demonstrate their capability to respond to this requirement by submitting expressions of interest no later than January 30, 2026, by emailing Michael Howard at michael.howard.57@us.af.mil or Jerry Latimer/Victor Henderson at jerry.latimer@us.af.mil/victor.henderson.2@us.af.mil. This pre-solicitation notice represents an initial market research phase, with formal solicitation anticipated to follow.
This procurement is not designated as a set-aside contract. BAE Systems (CAGE 94117) is the current original equipment manufacturer and sole known source for this item, as they maintain proprietary ownership of all technical data, drawings, schematics, and design specifications required for production. The Government does not possess any releasable technical data to support alternative sources, creating a significant impediment to competition. While no specific award value or budget range is disclosed in this pre-solicitation notice, the classified nature of electronic warfare systems and the critical role of this component suggest potential for substantial contract value. Interested manufacturers should be prepared to demonstrate technical capability and manufacturing capacity to support both qualification and ongoing production requirements for this defense electronics component.

FBO Post Title: Request for Interested Manufacturers: Local Oscillator Synthesizers ALQ-161
SUBJECT
Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Local Oscillator Synthesizers NSN 5865-01-571-1593, P/N 7597720P2.
ITEM DESCRIPTION
The Local Oscillator Synthesizers within the ALQ-161 Electronic Warfare System is a critical component designed to increase the power of incoming RF signals, enhancing the system’s ability to detect, analyze, and respond to enemy threats. This amplifier operates within a specific frequency range and is responsible for increasing the amplifying the number of weak RF signals, improving signal to noise ratios. This amplifier contributes to the system’s sensitivity and range, allowing it to effectively identify and process electronic signals during flight.
IMPEDIMENT TO COMPETITION
The original equipment manufacturer (OEM) for this item is BAE (CAGE 94117).. BAE maintains the Local Oscillator Synthesizers by part number. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, BAE is the only known source with adequate knowledge of the Local Oscillator Synthesizers design and performance requirements. BAE is the only known manufacturer that owns the required technical data and capabilities needed to produce this item and ensure compatibility of the asset with the ALQ-161.
INTEREST
