About this opportunity

The Defense Logistics Agency Aviation is seeking to procure the Generator Control Unit for the C-5 Aircraft, a critical component that provides constant speed and voltage control, system functional protection, and EMI/lightning strike protection for the Hydraulic Motor Generator. The agency intends to award a sole source contract to Eaton Limited (CAGE: K4413), which is currently the only known source with adequate technical knowledge and capabilities to produce this specific unit. Interested manufacturers are invited to identify their capability and interest by emailing matthew.white.48@us.af.mil and vanessa.moes.1@us.af.mil no later than December 26, 2024. The procurement will be conducted using Other Than Full and Open Competition as prescribed by FAR 6.302-1, specifically citing that no other suppliers can satisfy the agency's requirements. The government emphasizes that this pre-solicitation notice is for informational purposes only and does not constitute a formal solicitation or commitment to contract.

There are no specific set-aside designations for this contract opportunity. Eaton Limited is the original equipment manufacturer and current potential sole source contractor for the Generator Control Unit, with a National Stock Number (NSN) of 6110-99-322-9466UC. The primary challenge in competition stems from Eaton's exclusive possession of critical technical data, drawings, schematics, and performance requirement knowledge for the C-5 Aircraft component. While no specific contract value or quantity is mentioned in the notice, the procurement is in direct support of the C-5 program. Potential respondents are advised that no funds are available to compensate for response preparation, and any submitted information is strictly voluntary. The pre-solicitation was initially posted on December 10, 2024, with a response deadline of December 26, 2024.
