About this opportunity
The Administrative Office of the U.S. Courts (AOUSC) is issuing a Request for Information/Sources Sought Notice to identify vendors capable of providing Judiciary Security Personal Risk Reduction and Vulnerability Management Support services. The procurement seeks comprehensive professional services across five key program elements: Vulnerability Management, Personally Identifiable Information (PII) Reduction and Redaction, Geospatial Services, Training and Education, and Technology and Data Integration. Contractors must demonstrate capabilities in SaaS platform architecture, security compliance, implementation approach, personnel expertise, and inter-agency collaboration to support the protection of approximately 33,000 employees, 900 facilities, 2,300 active judges, 300 retired judges, and 6,000 family members. The Sources Sought Notice requires vendors to submit a detailed Statement of Capability addressing their technical qualifications and approach by 3:00 PM EST on January 30, 2026, to the specified government contacts with the subject line "SSN Response - Threat Mgmt." This initiative is driven by the Daniel Anderl Judicial Security and Privacy Act, implemented in February 2025 as part of the National Defense Authorization Act.
This procurement carries no set-aside designation and has no incumbent contractor, as this is a new requirement. Vendors responding to the Sources Sought Notice must be capable of procuring and managing third-party tools and licenses, including ESRI ArcGIS, DeleteMe, OnSolve, and OutSystems, with licensing required immediately upon contract award to maintain continuity of service. Surge personnel supporting the contract must possess a minimum Secret clearance, which the government will not sponsor due to processing time constraints. The scope of coverage includes approximately 850 judiciary facilities and up to three residences per judge, with vulnerability management defined as continuous monitoring to identify, evaluate, prioritize, and mitigate potential weaknesses in physical security and emergency management. While no specific award date or contract value has been announced, the government's questions and answers document confirms the contractor will evaluate and recommend potential refinements to existing case management processes and systems already in place within the AOUSC.
Notice text
The AOUSC, Department of Administrative Services (DAS), Facilities and Security Office (FSO), Judiciary Security Division (JSD) – Threat Management Branch (TMB) is responsible for development and dissemination of emergency notifications and updates along with performing situational awareness during an emergency.
The JSD-TMB provides capabilities to identify, analyze, report, and support the management of judiciary mitigation actions to AOUSC, the Judiciary, and Probation & Pretrial Geospatial Services. These services facilitate the integrated delivery of natural hazards emergency notification and response along with facility and individual security including Vulnerability Management (VM) and Personally Identifiable Information (PII) reduction and redaction. The goal is to reduce and/or mitigate potential risks to approximately 33,000 employees, 900 facilities, 2,300 active judges, 300 retired judges, and 6,000 family members which are coverable within the JSD-TMB program.
Additionally, in February 2025, as part of the National Defense Authorization Act, the AOUSC was made responsible for the implementation of the Daniel Anderl Judicial Security and Privacy Act. In response, the AOUSC and JSD-TMB is researching potential commercial solutions for the ability to provide: geospatial services, vulnerability anaylsis reporting and training, and PII reduction and redaction support.
