About this opportunity
Army Contracting Command-Rock Island Arsenal, on behalf of the Project Lead Joint Services at Picatinny Arsenal, New Jersey, issued a Request for Information on warhead press loading capability with responses due August 5, 2026. The Army seeks feedback from Continental United States sources on existing capacity to manufacture press-loaded warheads weighing one to five pounds, three to four inches in diameter, at production rates between 10,000 and 100,000 units annually.
Respondents must provide prior experience with high-explosive press loading, including specific warhead nomenclatures successfully manufactured and delivered within the past five years, quantities, production rates achieved, and prime or subcontractor role. Submissions shall detail current minimum viable annual production rates and absolute maximum surge capacity under multi-shift operations using existing infrastructure. Respondents must supply a year-by-year production profile beginning in Government Fiscal Year October 2027, including annual manufacturing quantities and projected ramp-up schedules. The Army also requests description of existing facility footprint, explosive loading bays, storage areas, manufacturing equipment such as explosive presses and energetic machining systems, personnel capability, and any known supply chain or tooling constraints that would prevent reaching the 100,000-per-year target.
NAICS 332993 (Ammunition except Small Arms Manufacturing). No set-aside applies.

RESPONSE REQUIREMENTS:
The Government is requesting information from all interested CONUS sources having relevant High Explosive (HE) press loading capabilities and experience to produce warheads ranging between three (3) to four (4) inches in diameter and at rates to deliver between 10,000 and 100,000 per year. Respondents shall describe their prior experience, their existing facility, existing equipment (i.e. explosive presses, energetic machining equipment) and personnel.

- Describe the critical skill sets, certifications, and experience levels required of personnel executing these operations. Detail your company’s current staffing levels possessing these skill sets. . If current staffing is insufficient to meet the 10,000 to 100,000 yearly rate, provide a recruitment plan and timeline broken down by timed milestones, required training hours, and measurable certification standards indicating how long it will take to hire, train, and certify the required personnel. Finally, describe any known labor shortages or workforce availability constraints that would prevent your company from meeting the requested yearly rate.
- Describe your company’s capability of and experience with providing for the handling, storage and shipping of HE and HE loaded warheads. Provide examples of past experience with these capabilities.
