About this opportunity

The U.S. Army Contracting Command-New Jersey at Picatinny Arsenal is conducting a Request for Information to identify potential sources for developing a terrain shaping capability in partnership with the United Kingdom. The Army seeks innovative, modular technologies that can autonomously deliver, emplace, and recover network-enabled obstacles across combat operations areas to enhance warfighter readiness and lethality. The procurement focuses on four key capabilities: autonomous emplacement and recovery systems, obstacle effectiveness, beyond line of sight command and control, and obstacle planning capabilities that support Brigade Combat Team operations. Interested vendors must submit white paper responses addressing technical approaches, risks and mitigation plans, system integration pathways, and past performance, with submissions limited to 10 pages and requiring export regulation assessments along with Technology Readiness Levels and Integration Readiness Levels. The deadline for responses is October 17, 2025, at 1700 EST, with submissions required via email to specified Army contracting personnel.

This opportunity does not utilize any set-aside designations and no current contractors or incumbents are identified in the solicitation materials. The procurement timeline targets a production capability by 2030, allowing approximately five years for development and fielding of the terrain shaping system. The proposed capability must leverage existing Army infrastructure including Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance platforms, Robotic Ground Vehicles, and Unmanned Aerial Systems to minimize costs and accelerate deployment. The RFI represents the initial market research phase of what appears to be a significant defense acquisition program focused on autonomous obstacle management systems. Vendors have a 45-day response window from the August 13, 2025 posting date to submit their white papers. No specific contract values or quantities are disclosed at this pre-solicitation stage, as the Army is currently gathering market intelligence to inform future acquisition strategy development.
