About this opportunity
The Naval Air Warfare Center Training Systems Division (NAWCTSD), a component of the Department of the Navy Naval Air Systems Command, has issued a Request for Information (RFI) focusing on Surface Navy Curriculum and Training Device Development. The RFI covers a comprehensive range of training needs including Hull, Mechanical and Engineering (HM&E), Combat Systems, Firefighting and Damage Control, Deck, Navigation, Seamanship & Shiphandling, and Amphibious Warfare Training. The agency is seeking to establish a contract for acquiring Instructor Led Training (ILT), Interactive Media Instruction (IMI), and training devices across multiple surface warfare domains. The anticipated procurement will be conducted under FAR Part 15 and result in a single award Indefinite Delivery Indefinite Quantity (IDIQ) Contract. This special notice is specifically targeting small businesses within the Engineering Services sector.
The primary objective of this RFI is to gather input from small businesses regarding efficient acquisition strategies for developing and delivering courseware and training devices. NAWCTSD is requesting feedback on several key areas, including best practices for modernizing training, methods for maintaining current training content, cybersecurity compliance measures, challenges of scaling training to large or geographically dispersed workforces, and recommended pricing models. Small businesses (with NAICS code 541330 and a size standard of $25.5M) are invited to submit responses via email to lisa.m.castelli2.civ@us.navy.mil and duane.p.drury.civ@us.navy.mil by close of business on March 13, 2025. Importantly, this is an informational request only, not a formal solicitation, and respondents should understand that no funds are available for response preparation and the government is not obligated to award a contract. The RFI aims to explore potential approaches for developing comprehensive training solutions for Surface Warfare Schools and Engineering School Commands.
