About this opportunity

The Department of the Army Materiel Command Contracting Command Picatinny Arsenal is seeking information on sub-sonic ammunition in 7.62mm, .300 Norma Magnum, and .338 Norma Magnum calibers. This pre-solicitation notice is not a request for proposal, but an effort to gather information on the capability to fulfill this requirement, as no current contract vehicles exist. The ammunition must fire from currently fielded precision weapon systems without modification, at sub-sonic muzzle velocities to avoid supersonic cracks. Key performance requirements include accuracy, with defined circular areas at various distances, and noise levels have not yet been established. Respondents are asked to provide cost per round, propellant details, and primer information. The agency is looking to procure 5,280 rounds of each caliber, packaged in M2A2 cans. Responses are due within 4 weeks of the pre-solicitation notice posting.

This opportunity is not designated for any set-aside. The agency has not identified any potential incumbents or current contractors. No award values or budget ranges have been specified. The key numerical details provided are the quantity of 5,280 rounds per caliber and the 4-week response timeline.

  1. The Project Manager, Munition Ammunition Systems, Small Caliber (PM-MAS-SC), NJ, is submitting this Request for Information (RFI) for sub sonic ammunition (7.62mm, .300 Norma Magnum, .338 Norma Magnum). Currently there are no contract vehicles for this ammunition and recent market surveys have not produced interested parties with the capability to fulfill this requirement.
  2. The 7.62mm, .300 NM, and .338 NM sub-sonic ammunition sought shall fire out of currently fielded precision weapon systems without modification at a sub-sonic muzzle velocity so that there is no supersonic report when fired.   Sub-sonic ammunition enables snipers to neutralize dangerously close targets without compromise to their position or mission due to the lack of a supersonic crack by the bullet. Evaluations for weapon function will focus on the following weapon and caliber combinations: the Mk22 for the .300/.338 NM and 7.62x51mm through the Mk22 and M110A1 Squad Designated Marksman Rifle (SDMR).  The required system performance parameters are as follows: Accuracy and range, with a 99% probability, for all 3 calibers  - 3-inch diameter circular area at 100 meters, 6-inch diameter circular area at 200 meters, 9 inch diameter circular area at 300 meters and for .338 a 12-inch diameter circular area at 400 meters, noise dB has not been established.
  3. Quantities: 5,280 of each caliber, packaged and marked in M2A2 ammunition cans.
  4. Information required by each submitter: Cost per round, propellant type and weight, primer ingredients and their weight.
  5. Suspense:  4 weeks from date of posting.
