About this opportunity

The U.S. Army Corps of Engineers, Portland District issued a Request for Information on September 1, 2026 to solicit industry feedback on Small Business subcontracting goals for an upcoming John Day powerhouse lifting devices repair solicitation, with responses due by September 15, 2026. This RFI is for market intelligence and acquisition planning only; the Government will not award a contract as a result and will not reimburse response costs. Participation is voluntary and does not obligate the Government or affect firms' eligibility for the future formal solicitation.

The work involves removing five below-the-hook lifting devices from the John Day powerhouse, disposing of lead paint, performing critical weld repairs at an off-site shop, repainting, conducting 125% load testing, and returning the devices. The magnitude of construction is estimated between $1 million and $5 million under NAICS 238290 (Other Building Equipment Contractors), with a small business size standard of $22 million.

The Government proposes subcontracting goals of 50% small business, 22% veteran-owned small business, 7% women-owned small business, 6% service-disabled veteran-owned small business, 3% disadvantaged small business, and HUBZone best effort at 0.5%. Respondents should evaluate whether these goals are realistic and attainable for the requirement and may propose alternative counter-goals with supporting rationale.
