About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking information from potential suppliers regarding light pollution mitigation solutions for shipboard bridge equipment. This Request for Information (RFI) aims to address non-compliance with Military Standard 1472H by identifying materials, products, or devices that can reduce light pollution on surface ship bridges. The primary objective is to improve situational awareness for crew members in darkened bridge environments by mitigating excessive lighting from displays, indicators, and other equipment. Interested parties are required to submit detailed information about their capabilities, including company details, business size, socioeconomic status, and technical specifications by January 27, 2025, at 4:00 PM ET. Submissions must not exceed 20 pages and should demonstrate the company's ability to meet the specified performance requirements.
There are no specific set-aside designations for this RFI, and the opportunity is open to both small and large businesses in the NAICS code 336611 (Ship Building and Repairing) category. Potential suppliers must contact NAVSEA Contract Specialist Talita Dreis and Contracting Officer Kathryn Corvello to request detailed specifications, which are marked as Controlled Unclassified Information. The Navy will conduct a vetting process to determine whether to release the full specifications to interested parties. Submissions must include information such as delivery timelines, equipment origin, warranty details, and experience in human factors engineering. While this is an informational RFI and does not guarantee a contract award, it represents a strategic effort by NAVSEA to identify innovative solutions for bridge lighting mitigation across the naval fleet.
Notice text
THIS IS A REQUEST FOR INFORMATION. THIS IS NOT A REQUEST FOR PROPOSAL.
The Naval Sea Systems Command (NAVSEA) is hereby issuing a Request for Information (RFI) from all potential sources, small-businesses, and large-businesses, to provide information regarding a commercial, modified commercial (non-developmental item), and/or non-commercial supply solution(s) to the following performance requirements:
The principal Bridge Light Pollution Mitigation and Control Program’s objective is to resolve non-compliance of current Bridge equipment and hardware with Military Standard (MIL-STD) -1472H, DoD Design Criteria Standard for Human Engineering. Existing hardware fails to satisfy requirements as outlined in the referenced standard, thereby requiring light pollution mitigation efforts on various systems installed on surface ship bridges/pilot houses.
Light mitigation materials, products, and/or devices shall consist of materials that can be overlaid, applied to existing display, indicator lights and other light polluting components to mitigate light pollution on surface ship bridges across the fleet. Solutions may include but are not limited to various optical densities and sizes of Neutral Density filter material overlaid onto displays. Mitigations may include other formed caps to cover various instrumentation to reduce or eliminate Light Pollution associated with installed Bridge Equipment and other environmental light polluters. Application of these mitigations serve to reduce Light Pollution thereby creating greater situational awareness for crew members in a darkened Bridge environment.
Generally, interested parties (hereafter referred to as party/parties) are requested to provide information on their current supply that meets or exceeds the specifications/performance requirements listed within the specification details (hereafter referred to as SPECS) and/or provide information on the company’s capability (personnel, facilities, resources, technology, and expertise) to provide such supply.
Specifically, parties are requested to provide the following information (as applicable):
1. Company name
2. Company address
3. Primary company contact(s) and associated email addresses
4. Company website
5. Business size (small or large) for NAICS code 336611 (PSC 2090)
6. Company's socioeconomic status (Woman-Owned, Veteran- Owned, HUBZone, etc.)
7. Company CAGE Code
8. Company’s ability to meet or exceed SPECS with its supply
9. Identify how long it would take from award to deliver the Light Mitigation Materials, Products and/or Devices
10. Equipment origin or place of manufacture
11. Warranty information
12. Experience performing analyses regarding Human Factors Engineering and/or Human Systems Integration
13. Any other information deemed applicable by the interested party
A PARTY’S SUBMISSION SHALL NOT EXCEED MORE THAN 20 PAGES (.doc Ms-Word or .pdf) IN LENGTH AND BE NO LARGER THAN 7.5 GB.
Parties are responsible for adequately marking proprietary and/or competition sensitive information that is contained within their submission.
Before the Navy will consider providing a party the SPECS, which is marked as Controlled Unclassified Information (CUI), a party shall email NAVSEA Contract Specialist Talita Dreis at talita.k.dreis.civ@us.navy.mil and NAVSEA Contracting Officer Kathryn Corvello at kathryn.f.corvello.civ@us.navy.mil and therein provide the company’s name and company’s CAGE Code.
Upon the Navy’s receipt of the party’s information, the Navy will perform a vetting of the company for operational security purposes and determine, at its own discretion, if it will or will not release the SPECS to the party. If the Navy chooses to release the SPECS, the Navy will coordinate via email with the party and provide the party the SPECS via an electronic drop on DOD SAFE.
A party’s submission shall be delivered electronically either via encrypted email to Talita Dreis and Kathryn Corvello or via an encrypted drop on DOD SAFE. If a party chooses the drop on DOD SAFE option, the party shall coordinate the “drop” with Talita Dreis and Kathryn Corvello, whereby one of them will provide a DOD SAFE link for the drop.
The due date for submission is 27 JANUARY 2025 at 4:00PM ET.
This RFI is for Navy informational/planning purposes only. This announcement is not a request for proposal; it does not constitute any form of solicitation and shall not be construed as a commitment by the Navy. A party submission is not an offer nor proposal and the Navy is under no obligation to make any form of award as a result of this announcement. No funds will be provided by the Navy to pay for preparation of submissions in response to this announcement. All responses to this RFI are strictly voluntary.
