About this opportunity
The Naval Surface Warfare Center (NSWC), Crane Division is conducting a Request for Information (RFI)/Sources Sought announcement for the procurement and sustainment of the Inertial Measurement Unit (IMU) and associated line items supporting the Raytheon Multispectral Targeting System (MTS). The agency intends to solicit and negotiate with Northrop Grumman Systems Corporation (NGSC) under statutory authority 10 U.S.C. 3204(a)(1), citing that NGSC is the only responsible source due to their ownership of technical data rights as the original equipment manufacturer. Interested sources are encouraged to submit company and product literature, a white paper (no longer than 5 pages), and other pertinent information that might mitigate the sole source justification. The RFI was issued on January 22, 2025, with responses due by February 5, 2025, at 2:00 PM Eastern Time. Contractors must be registered in the System for Award Management (SAM) to participate.
The procurement has no current set-aside designation and no funding is currently available for contractual efforts. Northrop Grumman Systems Corporation is the anticipated sole source contractor, located at 21240 Burbank Blvd., Woodland Hills, CA. The contract falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a Product Service Code (PSC) of 5855 for Night Vision Equipment. While specific award values are not disclosed, the government emphasizes that this RFI is not a commitment to issue a formal solicitation or award a contract, and any costs incurred by responding companies will not be reimbursed. Interested parties with questions are directed to contact Jamie Wilson at jamie.k.wilson1.civ@us.navy.mil, referencing the announcement number N0016425RJQ30.

N0016425RJQ30 – REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT – Repair and
Spares buy of the Inertial Measurement Unit (IMU) and associated line items. – PSC 5855 – NAICS 334511
Issue Date: 22 JAN 2025 – Closing Date: 05 FEB 2025 – 2:00 PM Eastern Time
The Naval Surface Warfare Center (NSWC), Crane Division, located in Crane, Indiana is issuing this RFI/Sources Sought announcement as part of market research for the procurement and sustainment of the Inertial Measurement Unit (IMU) and associated line items which are components which support the Raytheon family of Electro-optic/Infrared (EO/IR) Systems known as the Multispectral Targeting System (MTS).
The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation (NGSC), 21240 Burbank Blvd., Woodland Hills, CA 91367 (CAGE: 06481), under the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess the technical rights and is soliciting on a sole source basis due to NGSC owning the technical data rights as the original equipment manufacturer (OEM) of the IMU, and therefore the only responsible source to complete the requirement.
All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this RFI/Sources Sought is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
All interested sources are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with summary of prior testing, test reports, a budgetary estimate production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration.
Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1866-606-8220 or via the internet at https://www.sam.gov.
At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/Sources
Sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
Questions or inquiries should be directed to Jamie Wilson, Code 0231, e-mail jamie.k.wilson1.civ@us.navy.mil. Please reference the above announcement number when responding to this notice.
