About this opportunity
The Naval Sea Systems Command (NAVSEA) has issued a Request for Information (RFI)/Sources Sought announcement for production, repairs, and incidental support services related to Ground and Airborne Data-At-Rest-Encryptors (DAREs) manufactured by Secturion Systems. The notice pertains to the Maritime Patrol and Reconnaissance Aircraft (MPRA) P-8A Poseidon program's Combat Systems Hardware (CSHW) sub-assemblies. NAVSEA intends to award a sole-source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Secturion Systems under 10 U.S.C. 3204(a)(1) statutory authority. The sole-source justification is based on the proprietary design of the DAREs and the manufacturer's unique ability to produce and support these specific encryption devices. The announcement was posted on November 26, 2024, with responses due by December 16, 2024.
Contractors interested in responding to this Sources Sought notice must submit a comprehensive white paper no longer than 5 pages, including specific details about their capabilities. The submission should cover availability, budgetary cost estimates, lead times, performance parameters, prior production experience, and a mitigation plan addressing the sole-source rationale. All respondents must be registered in the System for Award Management (SAM) database and include key information such as company name, address, business size, and point of contact details. While no funding is currently available and this notice does not guarantee a future contract, the government is seeking to conduct market research and explore potential alternatives to the sole-source approach. Responses should be emailed to Ross Adams, referencing announcement number N00164-25-S-NB17, with submissions received after the December 16, 2024 deadline potentially being excluded from consideration. The opportunity supports the P-8A Poseidon program's hardware requirements for encryption and support services.
Notice text
N00164-25-S-NB17 – REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT – PRODUCTION, REPAIRS, INCIDENTAL SUPPORT SERVICES – PSC 5821 – NAICS 334290
Issue Date: 26 NOV 2024 – Closing Date: 16 DEC 2024
The Government is issuing this RFI/Sources Sought announcement as a part of market research for the procurement of hardware, spares, Test, Teardown, and Evaluation (TT&E) and repair, and engineering and logistics support services of Secturion-produced Ground and Airborne rack-mounted Data-At-Rest-Encryptors (DAREs). This requirement is in support of PMA-290 Maritime Patrol and Reconnaissance Aircraft (MPRA) P-8A Poseidon (P-8A) program in all phases of the Combat Systems Hardware (CSHW) sub-assemblies.
Naval Surface Warfare Center, Crane Division, Crane, IN intends to award a sole-source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Secturion Systems, 520 N. Marketplace Drive Suite 203, Centerville, UT 84014 in accordance with Statutory Authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other type of supplies or services will satisfy agency requirements. The basis for restricting competition is the proprietary design of the DAREs and the manufacturer’s ability to produce them and perform TT&E and repairs and support services incidental to the supplies. These are a particular product to one manufacturer, and the unacceptable delays and duplicative cost in fulfilling the agency requirement through any other source would impact the mission.
The Government is seeking information from companies mitigating the sole-source basis listed above. Responses should include availability, budgetary cost estimate, and lead time of the solution.
All responsible sources shall submit a capability statement in the form of a white paper no longer than 5 pages. Responses shall also include a description with performance parameters and a statement of current availability, summary of prior production, testing, repair, and supportive services, a budgetary estimate of test articles, production units, production quantity breaks, mitigation plan to the sole source rationale (proprietary design, unacceptable delays, and duplication of cost) in the paragraph above, and identify other Government contracts with similar efforts for the Government’s consideration.
Responses to this Sources Sought shall include the following:
Submitter’s Name
Street Address, City, State, Zip Code
